Manager, People Relations and Culture
We are seeking an experienced Manager, People Relations and Culture who is responsible for developing and shaping a workplace environment where employees feel engaged, respected, valued, and empowered to thrive. This role involves driving initiatives to build a high-performing, inclusive, and diverse people programs that enhance employee engagement, strengthen cultural alignment, promote psychological safety, celebrate diversity, foster connection and belonging, and support employee well-being. The individual will lead the development and implementation of Industrial Relations strategies that allow for productive labor-management relations, hence ensuring business continuity and industrial peace. Ensure the alignment of Swire Coca-Cola (SCC) strategies and values on Company’s Human Rights, Workplace Rights, and Labor Relations policies as well as fair labor practices in the country, which include employees’ health and well-being. In addition, the role is accountable for shaping and maintaining people’s policies that reflect the company’s values, promote equity, and reinforce positive employee experiences.
KEY RESPONSIBILITIES
Job Location: Phnom Penh, Cambodia
Key Duties and Responsibilities:
- Manage and solve complex employee relations issues and define employee relations practices standards that are in line with the company’s policies, procedures, and values.
- Manages industrial relations with trade unions and shop stewards concerning collective bargaining agreements and prepares the necessary actions.
- Develop an initiative a Diversity, Equity, and Inclusion (DEI) strategy that creates an environment where employees can thrive that aligns with the evolving landscape of work, workers, and workplaces.
- Ensure the strategic direction is provided to the operations to craft local labor and employee relations plans that support the business in achieving its goals.
- Maintains high standards of health services that are compliant with local regulations and improve the overall well-being of employees.
- Co-Design and implement programs that enhance employee engagement include employee recognition programs, employee events, feedback systems, and other engagement initiatives.
- Implement communication based on group strategies that promote transparency, inclusivity, and open dialogue.
- Update HR related policies to ensure they reflect our culture and values, comply with laws and regulations, and effectively manage employee relations.
REQUIREMENT
The Successful Applicant:
- Bachelor’s degree in Human Resource, Law, Business Administration, or equivalent.
- Professional Certificate in Human Resource Management is preferred
- 3–4 years of progressive HR experience, particularly in labor relations, culture, and engagement.
- Strong knowledge of Cambodian Labor Law with strong interpretation skills.
- Passionate about labor relations and union strategy to support business goals.
- Expertise in HR policy development, internal communication, and compliance.
- Experienced in engaging with government authorities and external stakeholders.
- Strong relationship-building, negotiation, mediation, and conflict resolution skills.
- Able to work cross-functionally and across multiple locations.
- Proven ability to handle highly confidential, sensitive, and potentially litigious issues.
- Ability to travel more than 20% regularly across the country.
