1. Communication & Public Relation Officer

Responsibilities:

Under supervision and with clear guidance from the Planning and Communication Department Manager, the CPR Officer is in charge of:

Creating communication materials for GNC:

  • Collecting all relevant data and imagery necessary to create communication material.
  • Writing content for all GNC’s communication material – website, print, etc., in both Khmer and English.
  • Coordinating with key resource person for editing in English.
  • Coordinating with internal and external resources to ensure finalized version of communication material available in a timely manner (web & print publication & distribution).
  • Ensuring good use of corporate identity.

Developing public relations:

  • Updating GNC contact data base
  • Increasing GNC visibility by building strong networks with media and other partners.
  • Answering all inquiries directed at GNC
  • Developing hosting protocol for guests and donors.
  • Supporting PCD manager in organizing profile-raising and fundraising events.

Requirement:

  • Cambodian; strong English skills, both oral and written, are necessary.
  • Good experience in communication material creation
  • Good experience in public relations
  • Understanding clearly about the concept of community development in context of developing countries.
  • Good analytical, research and report writing skills.
  • Basic skills in Adobe Suite (In-Design, Photoshop) expected.
  • Good team player
  • Good knowledge in Information technology.
  • Working extra hours for urgent requirements when necessary.


2. Community Development Facilitator for Income Generation & Partnering

Responsibilities:

Relationship building

  • Build good relationships and communicate GNC’s identity to all appropriate stakeholders to know GNC clearly.
  • Build close relationships and learn actively within communities partners through home visits, attending community social events to make the community trust.
  • Network actively with other stakeholders/partners and facilitate the communities to strengthen community relationship.
  • Community Formation and Capacity building
  • Facilitate formation of Community Development Committee (CDC), Agriculture Cooperative (AC), Cooperative and others small groups and ongoing capacity building of new and existing groups/cooperatives for holistic sustainable development.
  • Train community key partners on appropriate skills and methods to improve their capacity and they can manage the resource by themselves.
  • Participate actively as a key member in OD workshop, IG and Partnership action learning network and other learning events for reflection and learning to improve the quality of work.
  • Raise awareness and facilitate critical analysis of community issues and opportunities to transform their mind set to find what improving.
  • Planning, Implementation and Community Mobilization
  • Facilitate community visioning, mission, core value, goal, objective and planning processes with CDC, AC, IGGs and other key sustainability partners to strengthen group to be sustainable.
  • Collaborate with team (CDF-Education, CDF-H&WASH, SSF and other staffs) in planning and implementation processes that mainstream transformational development and child protection within assigned communities.
  • Develop Detail Implementation Plan (DIP), Plan of Action (POA), and Logical Frame Work to implement activities in effective and timely manner.
  • Mobilize local resources, participation and ownership for development initiatives.

Monitoring and Evaluation

  • Facilitate community people and the key partners to reflect, learn, share best practices about community empowerment development.
  • Facilitate the key sustainability partners to implement monitoring process and indicators to evaluate the quality of work.
  • Facilitate community partners to use Case Study/Most Significant Change (MSC) and other evidence-based monitoring process to see the progress.
  • Submit reports (monthly, semi and annually or others) and monitoring system (e.g. IIGG Management System) in quality and timely manner.
  • To participate in monitoring and evaluation team to collect information to see CDP’s impacts.
  • Other tasks assigned by the line manager.

Requirement:

  • Associated of bachelor degree in community and rural development or relevant field.
  • Minimum 1 year of appropriate professional and experience in community development.
  • Good development facilitation including empowerment, community mobilization, initiative and transformational development.
  • Good interpersonal, communication and networking skills.
  • Honest  and trustworthy, hardworking  and willing to learn
  • Willing to work with the vulnerable and children.

3. Assistant Community Development Facilitator for Education & Advocacy

Responsibilities:

Relationship building

  • Assist CDF-Education&Advocacy to train community key partners on appropriate skills and methods to improve their capacity and they can manage the resource by themselves.
  • Participate actively as a key member in OD workshop, Education action learning network and other learning events for reflection and learning to improve the quality of work.

Planning, Implementation and Community Mobilization

  • Assist CDF-Education&Advocacy to facilitate community vision, mission, core value, goal, objective and planning processes with PDoEYS, DoE, SSC, SC and other key sustainability partners to strengthen their group to be sustainable.
  • Collaborate with team (CDF-H&WASH, SSF, CDF-IG and other staffs) in planning and implementation processes that mainstream transformational development and child protection within assigned communities.
  • Assist CDF-Education&Advocacy to develop Detail Implementation Plan (DIP), Plan of Action (POA), and Logical Frame Work to implement activities in effective and timely manner.
  • Assist CDF-Education&Advocacy to mobilize local resources, participation and ownership for development initiatives.
  • Support CDF-Education&Advocacy when he/she has got main activitiey base on POA
  • Research information related to village work and share with others
  • Participate in preparation and writing proposal, report and activity plan
  • Develop activities in rural villages and working alongside villages to meet their perceived needs
  • Participate in mutually evaluation the work performance of members
  • Make an individual child file and keep document carefully for child protection and family privacy
  • Research and share information regarding to the project activities with CDP staff

Monitoring and Evaluation

  • Assist CDF-Education&Advocacy to monitor scholarship for vulnerable girl student project in term of monthly learning result of each girl student.
  • Assist CDF-Education&Advocacy to monitor reflection meeting with scholarship girl students
  • Assist CDF-Education&Advocacy to monitor and evaluate the final review of the project
  • Assist CDF-Education&Advocacy in-day-to-day project monitoring

Other task

  • Other task assigned by CDF-Education&Advocacy and Community Development Program Manager.

Requirement

  • Bachelor or associated degree in education, community and rural development or relevant field.
  • Minimum 1 year of appropriate professional experience in community development/education field.
  • Good development facilitation including empowerment, community mobilization, initiative and transformational development.
  • Good interpersonal, communication and networking skills.
  • Honest and trustworthy, hardworking and willing to learn
  • Willing to work with the vulnerable and children.
  • Basic in written English communication, and proficiency in computer literate (Ms. word, excel, PPT)
  • Willing travel overnight stay in the community.
