RCBCC’s consulting services include: environmental and social impact assessment (ESIA), environmental engineering and monitoring, master plan development, pre-feasibility and feasibility studies, baseline survey, project monitoring and evaluation. RCBCC is seeking one (01) qualified Cambodian to join the existing ESIA team.

KEY RESPONSIBILITIES
  • Coordinate all staff and consultants involved in assigned projects to ensure that ESIA is conducted according technical and regulatory Guidelines of the Ministry of Environment and completed timely and in a cost-effective way;
  • Supervise or directly lead the development of methodology and plans for the preparation of ESIA reports;
  • Supervise or directly lead and, where necessary, participate in undertaking data collection, analysis, and write-up of associated studies, including physical environment, biological resources, socio-economic situation, public consultation, and identification of impacts and mitigation measures, environmental management plans, environmental valuation, etc.;
  • Edit, or give feedback on, chapters of ESIA reports produced by other research assistants and consultants;
  • Act as a representative or a project team leader of RCBCC to present the ESIA results at relevant meetings and discuss with relevant stakeholders on technical aspects related to the provision of ESIA;
  • Give advice on how to revise, or directly lead the revision of, the ESIA reports according to comments from associated stakeholders;
  • Lead, coach and mentor junior staff, especially during relevant meetings;
  • Liaison with customers, EIA Department, Ministry of Environment and other stakeholders to ensure a smooth ESIA process of the assigned projects.
REQUIREMENT
  • Master Degree in environmental engineering, environmental management, natural resource management, or related field.
  • A minimum of five-year work experience in environmental and social research;
  • Experience in project design, implementation, monitoring, evaluation, and report writing;
  • Knowledge of, and preferably experience in undertaking, environmental and social impact assessment (EIA) and GIS;
  • Skills in coordinating projects and team work;
  • Excellent oral and written communication skills in both English and Khmer;
  • Willingness to travel and stay overnight in provinces, sometimes in project sites and remote areas.
